To summarize my above comments a bit, from a higher-level perspective:
In the context of the shared `%_topdir`, an RPM package doesn't necessarily
have to correspond to a single program or piece of software. It's a way to
distribute a "snapshot" or "sub-tree" of the root filesystem. In that context,
a shared workspace makes a bit more sense. With this PR, we'd be removing that
piece of flexibility. But again, that's probably what we really want, or at
least it's not something we really care for.
