I am embarrassed to discover that, today, it works fine for me with underscores.
I think what was actually happening was that an empty macro definition in
backup file `/usr/lib/rpm/macros.d/macros.example~` in my test container was
overwriting the real one, which was worked-around by perturbing the name.
Sorry for the distraction.
