Some other notes:
- this is basically all plain C, in part because we'll need to backport this
stuff but also because it just happened to be in places with little (if any)
C++ in the surrounding code
- it kinda seems there should be some higher level API for managing the
encoding/decoding and all, but we don't have much in the way of handling binary
data and didn't want to get stuck inventing something specifically for this case
