Conan-Kudo left a comment (rpm-software-management/rpm#3653)
Git does that because there's a concept of integrated high and low level
command models with a plugin architecture. I'm not the biggest fan of the
concept, and I don't think it makes sense for RPM, given that our general model
has been to promote people to use our library interface to build things.
