Basically all users of rpmtsImportPubkey() need to be updated to handle the new
return code in a meaningful way. This includes dnf and dnf5, but also rpm
itself - rpmcliImportPubkeys() / doImport() is very similar to what dnf does
(or perhaps the other way around).
