is permitted. Since this "may be shared freely" it is
not just distributalble, it is REdistributable, as most
things we ship typically are.

That definitely makes it non free, but otherwise does not need
to be mentioned in the License tag.

Fedora proper uses: "Redistributable, no modification permitted"
for the intel wireless firmware which also comes with a
no reverse engineering clause.
