Sorry, I tend to be wordy.

Short version: I did, in fact that's where I started from.

I ended up abandoning the conditional-build idea once I realized that
installing python3-sip-4.19.1 *alongside* the python2 build of sip-4.14.6
meant having to use not only a different "master" package name, but
different macro filename, different macro *names*, no shared subpackages —
basically, an entirely different structure that would only ever exist for
EPEL7. Even though it seems like just a special-cased build, in practice
that turned out to be impractical.

...That was my take on it, anyway. So I wrote the python3-sip.spec and
python3-qt5.spec files to fit all of those constraints. They're both built
in COPR, not sure what the next step is.
