Nope. As was already pointed out on the Fedora devel mailing list, there is a confusion here: unrar is in RPM Fusion and does not use gnustep-base. unar, the Unarchiver, which has reverse engineered RAR uncompression support as its main feature, is in Fedora and uses gnustep-base. (It was originally developed for macOS and ported to GNUstep.)
