My understanding (as a non-lawyer!) is: Developing a reverse-engineered
Widevine decoder (as libdvdcss did for DVD CSS) MIGHT fall under the
interoperability exception (but I am not aware of any such implementation), but
shipping copies of Widevine itself probably doesn't.
