Theses two repositories are totally unrelated. rhel-extras ends in CentOS base, but centos-extras has various unrelated packages that overrides many epel ones. We simply cannot rely on them, specially RHEL end-users cannot rely on runtime dependencies from centos-extras. If you need anything in CentOS-extras, please use the EPEL repository, this is where the communty repository lives. Also I've asked you a state of virtualbox for EL8.
