Starting with the soon to be released 5.9 kernel there is support for the
RTL8821CE in the mainline kernel:

Already has it enabled. Assuming you have hw which has this chip, please give
the kernel from the above link a try. See here for some generic instructions
for installing a kernel directly from koji:

(I guess you don't need those though)
If you can confirm that this works, then I don't think it is worth the trouble
to continue with getting the out of tree version packaged as a kmod.
