Summary: VA-API implementation that uses NVDEC as a backend


Why in rpmfusion-nonfree: this package relies on having a nvdec implementation
at runtime that is currently only provided by the nvidia drivers (starting from
470xx.)

So only available on x86_64 aarch64 and ppc64le (despite we don't provide
driver, they are installable from the ppc64 nvidia-cuda repository, so we still
build it in this narrow case.
