I see, mesa-dri-drivers recommends "mesa-va-drivers(x86-64) = version", and
mesa-va-drivers-freeworld provides it. So if -freeworld is lagging behind, dnf
tries to satisfy the recommends with the Fedora-provided mesa-va-drivers
package (which matches the version), and that fails on a file conflict.

What if -freeworld dropped the provides and added a conflict for
mesa-va-drivers instead? I would expect that dnf wouldn't try to install
mesa-va-drivers at all (because -freeworld is installed and conflicts with it,
which trumps the recommends, I assume) and there would be no broken transaction
in these cases (rpmfusion repo lagging). But at the same time it would be
possible to have newer mesa and older mesa-va-drivers-freeworld installed,
meaning video acceleration might not work (or, in the worst case, mesa could be
crashing). Not sure if this is a good idea or not.
