Thanks for your interest in RPM Fusion. Basically, you need to follow the procedure described here: https://rpmfusion.org/Contributors Before to submit your package for review, you need to verify that the spec file and the src.rpm you provide respect the Fedora packaging guideline (1) and build in mock(2). I expect some of your dependencies relies on having a full featured ffmpeg or some others packages that are only found in RPM Fusion. If that's not the case, then you must submit your package to Fedora proper instead. Best regards.
