You should follow the instructions on this page to submit your
packages for review:
http://rpmfusion.org/Contributors

If you aren't already a Fedora sponsored packager you need to find a
sponsor. That usually involves in doing "informal" reviews of other
packages to show your understanding of Fedora guidelines.

If you are already sponsored (or when you'll be sponsored) and you're
packages will lag in getting reviewed, you should try to swap the
review with some other package to speed up the process.

BTW, I haven't checked your packages but I think that your packages
can be included in free and not in nonfree as long as they are
licensed with an acceptable Fedora license.

Moreover, please be sure not to override Fedora packages because it is
RPM Fusion policy not to replace Fedora packages.
