FWIW, I set up a COPR repository for F31+ at
https://copr.fedorainfracloud.org/coprs/rathann/gstreamer0.10/ .

Feel free to (re-)use it. If you think it makes sense to import
that package set into RPM Fusion, I can submit the required Review
tickets.
