Yes, I have read and attempted the examples. However here are some of
the problems I keep encountering.  

1.  Is the example of code intended as being written into a .cgi or
.htm? I am assuming .htm.
2.  Do I have to register the rrdcgi app in IIS? If so, what changes
should be made to the cgi or register extensions?

Have you looked at the man page for rrdcgi?  It has a couple of
examples...
