I don't remember whether we've gone over this, but is there a reason to prefer U+nnnn over the Unicode character descriptions, rather than to say use either depending on context, e.g.: "A color display should be able to differentiate š“ (U+1F534), š¢ (U+1F7E2), and šµ (U+1F535)."
