Correct.

During the discussions on this draft and of 9280bis, I thought that there were 
two main themes from the WG: "we trust the RPC to do the right thing" and "each 
stream makes its own choices about what RFCs to publish from that stream". I 
tried to remove as much "authors can do $x" from the draft to align with those 
sentiments. 

If the WG wants to say more about "authors can do $x", I would want to hear 
confirmation from the stream managers that they are OK with that shift.
