We could also say "The RFC publication language is English." and then

I'm finding it impossible to determine rough consensus on whether to
include a sentence about English in draft-rswg-rfc7997bis. Earlier, it
seemed quite strong that the WG wanted to leave this to the RFC Editor
Style Guide; now there are many voices saying things about a possible
sentence for draft-rswg-rfc7997bis.
Please say (again) what you want for draft-rswg-rfc7997bis, and the
chairs will determine the consensus.

Solely from what has been said so far, I'm hearing that people do want a
mention of English as the document language in this document. I think it
would be "surprising" if the RPC decided to start publishing non-English
documents themselves without RSWG OK, which sounds to me like "RFCs are
in English" is already a policy, not just a style decision. The
interesting thing is that it's not documented anywhere I can find. So
maybe it's worth saying in this document.
