flock support for rsync

I made modifications to rsync to support shared locks.  It sets a  
shared flock on the file from the sender for the duration of the  
transfer if a command line option is given.  I needed this support  
for a project that I am working on (copying live data from a server).

How do I go about submitting a patch for rsync?
