I think it would make the most sense to stop trying to preserve permissions, since in any event, new destination files need to take on the default permissions you have established (rather than the source permissions) in order for "mysql" to be able to use them. Either pass --no-p or replace -a with the subset of options you do want (perhaps -rlt), and then pass --chmod=ugo=rwX to allow the permissions of new files to increase to the defaults.
