Having dry-run not act like the same command without --dry-run would make less sense than people occasionally running it and discovering that they need more options.
-v doesn't show things it didn't touch. So, it touched them for some reason. Without --itemize-changes you are left in the dark about what is happening or why. But what you probably want is --omit-dir-times That being said, -v is virtually useless without --itemize-changes anyway.
