rsync 2.4.4

I've finally released rsync 2.4.4

This is mostly to release some fixes that have been sitting in our cvs
tree and patch queue for quite a while.

- optimisations from Rich Salz
- rsh/blocking-io fixes
- fixed inet_ntoa replacement for some OSes
- --bwlimit option from Matthew Demicco and Jamie Gritton

There are more patches in the queue. Maybe when I get back to
Australia I'll get a chance to test/release those.
