Thanks for the reply Rainer. After sanitising my configuration in order to post it I realised my issue was one of my rulesets wasn't working due to having InputTCPServerBindRuleset after InputTCPServerRun.
Here is my simplified configuration for anyone else who finds this thread: $ModLoad imuxsock $ModLoad imklog $ModLoad imudp $ModLoad imtcp $ActionFileDefaultTemplate RSYSLOG_FileFormat $RuleSet local $FileOwner sshd *.* /var/log/test.log $DefaultRuleset local $template MyTemplate,"/var/syslog/%HOSTNAME%.log" $RuleSet from_remote_host $FileOwner ntp *.* ?MyTemplate $InputUDPServerBindRuleset from_remote_host $UDPServerRun 514 $InputTCPServerBindRuleset from_remote_host $InputTCPServerRun 514 My config works fine now. It would probably be good to post your rsyslog.conf.
