The problem ocurrs whenever you try and start rsyslog including at boot
time.

If you run 'service rsylog start' it hangs forever, unless you kill-9 or
ctrl-C it. The weird thiing is if you then repeat the 'service rsyslog
start' command it works fine.

what happens if you just start it manually (/usr/sbin/rsyslogd) rather than through 'service rsyslog start'?

I would not be surprised if something in the centOSstartup config is causing problems.
