Yup, but this will take some time. I changed the services start order after Janmejay's recommendation to get network access before rsyslog starts but now I am unable to trigger the problem. I restored the previous settings (well, at least I think I restored everything) but even after 80 reboots I was unable to reproduce the problem with 8.4.2.
