unfortunantly I don't know SLES well enough to help, I'd suggest asking on a
SLES forum/list. This doesn't sound like a rsyslog specific problem as much as
just "how do I setup a usable compile environment" type of question.

you should not need the -devel packages unless you are compiling from
scratch.
do you have a way of querying for packages?
In debian/ubuntu I can do 'apt-cache search libcurl' and it will show me
all packages with 'libcurl' in either their name or description. I can then
look and find the development package for it.
Most distros don't install development packages by default, they expect
that the norm is to install packages from their repo, not compile them from
scratch.
