look for the lines in the pstats messages that have DA in them, they will tell
you what's happening with the spool files.
If you can post a couple full sets of the pstats logs it would help see what's
happening.
also, what version are you running?

After restarting rsyslog, new messages go to the file as we expect, but the
spooled messages never get cleared out.
