at the time that rsyslog is started, there may not be a path defined (especially if it's started by systemd)

I'm not sure how much value there is in adding anything to specifically enable this (it may be that it would 'just work' as-is, but I wouldn't want to rely on it)

I can see in documentation of omprog module 'binary' parameter that it must be 
passed full path of the external program to execute. I'd like to know if there 
is any possibility to use only program name which will be searched in $PATH?
