I've found the problem though I don't know why it is happening. When I installed Shredder the Callbacks directory was set to mode 700. I don't know if it was actually set to this when I installed RT or if Shredder set it. Either way, I chmod'ed it to 755 and everything worked as expected.

Any idea why all of a sudden installing Shredder creates directories that RT can't write to? Even when being installed by root?

I ran into some issues with our RT installation that fortunately only
caused problems with the interface. However, the problems required a
fresh installation of RT. It goes fairly well with a few exceptions.

When I download and untar both RT and RTx-Shredder the owner is set to
1000:1000 despite being logged in as root. How do I avoid this. I end
up having to chown the entire directory before I can install anything.

Also when I go to install Shredder, the install directories are set to
drwx------. I have to chmod all directories related to it in order to
make it somewhat usable. However, even after doing this it doesn't show
up under Configuration->Tools.

So what might I be doing wrong here? What do I need to do differently
to get this to install as smoothly as it should?

Thanks,
Mathew

To further this, If I enter https://rtserver_url/Admin/Tools/Shredder
the page will come up. However, the CSS isn't showing up. All I get is
a black and white page with all the usual text.

Ach!!! To further this still, the only thing that shows up is the
Usage, Arguments, and plugin dropdown. I can't actually run the query.

Thank...yet again
Mathew
