This tripped me up too. You need to create the CF and set the Applies to field to Users. Then you need to go to Configuration -> Global -> Custom Fields -> Users and select the Custom Field.
It seems a little silly because User CF can only be applied globally but it is consistent with how Custom Fields work with Tickets & Transactions.
