try this

sh: mysql -u root -p (if passwd)
mysql>  use mysql;
mysql>GRANT ALL PRIVILEGES ON rt3.* TO [EMAIL PROTECTED] IDENTIFIED BY "xxxyyy";
reload the privileges and try to bring up rt then.
