Check out the Merge Users extension: 
http://search.cpan.org/~jesse/RT-Extension-MergeUsers-0.02/

I think it does what you need - you'd have to create a user account 
for each email address, but choose one as the user's 'primary' 
account, the one they'd use to log in to RT.
