If external connectivity (even temporarily) isn't an option, you might look at the output of 'make testdeps' and then manually download and install each of the required perl modules. Keep in mind this would be a long and painful process (due to dependencies).
If you can connect the node to the outside (or migrate it) temporarily, that would solve a number of issues you're bound to run into. Unfortunately, 3.8.1 requires a number of perl modules, that as far as I am aware are not available via RPM. I'm running 3.8.1 on CentOS 5.2 and found that several modules had to be pulled from CPAN.
