I've asked about this before and they seem unwilling to accept patches to fix this behavior. But I totally agree with you ;-)

From a manager's perspective this is kind of a pain (I teased my boss "I know it's a whole extra click!"), would it be possible for this to be changed in an upcoming patch so that you can assign a permission which allows someone to reassign tickets even if they are not the owner?
