Yes, this is a bug, please submit a ticket to rt-b...@bestpractical.com
or at http://issues.bestpractical.com.  As a workaround, you could add
this to your RT_SiteConfig.pm:

   Set($SelfServiceRegex, 
qr!^(?:/+(?:SelfService|Download/CustomFieldValue/\d+)/)!x );

Which will allow self service users to access the CF download URL.
