Gilles has fixed this a few weeks ago for fusion and such experiment
gave good results so we are likely going to keep it. IIRC, the new
.PHONY rule in the GNUMakefile.am files is related to this fix; Gilles
will likely give more info when he is back from RTLWS Singapore.
