Ashcroft advised the public against panicking, but said Americans should be
cautious, diligent about reporting any suspicious activities and patient
with tightened security and any new law enforcement measures that might be
implemented.

"We ask for patience and cooperation from the American people," the attorney
general said.

In addition to the FBI, several other federal agencies have been notified to
step up security efforts — including the Immigration and Naturalization
Service, the Federal Aviation Administration and the Environmental
Protection Agency, according to Ashcroft. The warning also went out to
18,000 law enforcement agencies.
