No detailled technical thoughts on the subject details (ETOOMIUCHTOSWALLOW for 
now ;-)

Just thinking about how to tackle the feedback voiced on the microphone:

a) If would be great if those who on the microphone @rtgwg voiced the opinion 
that
   this should be in IRTF would then also be supportive of a routing research 
related
   research group in the IRTF of which i there is unfortunately none. [ And no: 
with past experience
   of similar topics, there is too much routing centric expertise required here 
to make
   (IMHO) DINRG applicable. ]

b) I am always a fan of experimental deployment experience, and maybe one 
useful next step
   would be to think about which domain of overlay-network BGP instances might 
be a good
   use case where one could build experimental instances not causing trouble 
for production
   services. I could think of overlays for VPNs like you can build with LISP 
(and surely other
   options) or CDN/CDNI as two example areas. I would be surprised if there 
would not be more.

   We have seen technologies proposed (still being proposed) that make a lot 
more fundamental
   changes than BGP blockchains, and they can claim success, because they 
managed to find
   an overlay network case in which they can flourish..
