this is addressing a bunch of directorate review comments; we're not entirely done yet though. Resulting changes: - the text re. the traffic engineering usage is extended and an all-new diagram is added - an all-new "Operational Considerations" section - the reference to RFC6724 is now normative - and a whole bunch of typos are fixed There's hopefully going to be another upload to fix the remainder of review comments before Vienna and then we'll request an rtgwg slot there. (It's not on the agenda this time.)
