Dear citizens

in state Act  we have to pay Rs 10 for RTI application Rs 20 for 1st appeal and 
Rs 20 for 2nd appeal by court fee stamp
this amount goes into government coffers
in central act we pay cash/demand draft/etc Rs 10 to respective department and 
rs 20 also to respective department, say MTNL, BSNL, State Bank of India etc 
this amount goes to department and not government coffers why this discrepency
for CIC 2nd appeal is there any charge of Rs 20 if so in whose favour should 
the draft be made,
Post offices have IPO's minimum  denomination of Rs 50 only no Rs 10 and 20
also if one send RTI application they charge rs 10, and for appeals Rs 20
the postage is supposed to be free of charge, but PIO says payment is made to 
post office charges and not to the department concerned.
could someone throw light on the above
speciall CUC 2nd appeal is ther Rs 20 charge or no charge if charge draft to be 
made in favour of whom
