I don't know about driver for PCI evaluation kits, but a student of
mine has written an Linux driver for a PCI carrier board for IP modules.
As far as I know the driver is available under
http://www.ist.org/~kde/gspci40-1.tar.gz
Perhaps you can use the code as a starting point for your own
development.
