NO, Win nt is only able to make soft realtime as mentioned in the MSDN doc.
If you need to make hard rt in winnt, you need to patch the kernel with a
rt-patch (I mean Versalogic does this, but I'm not sure... if you want i
can look on my book, it's write) as rt on linux.

If you say this after a quick look on the priority level and class, the
term real-time need to be read with as "real-time"!. 

Note also this : 
But carefully, winnt 4.0 workstation is no more available, Microsoft is now
only sold the "win 2000 scrap + sp1 (83 Meg) " and win nt 4.0 server.
