tcpdump captures all/filtered (as per ur specs) packets arriving at the
network card and gives you details. it runs using linux kernel support
and doesnot use the rtlinux kernel. 

however, the time stamp given by tcpdump, is the time of arrival of the
packet at the network card. it doesnot include the latencies in
interrupt or schedulers. 
(do correct me if i am wrong).
