In fact, priority ceiling in a simple form is trivial to 
implement and  very old.

        pc_mutex_lock
                set priority
                mutex_lock

etc.
This is done automatically in rtlinux semaphores to meet
POSIX requirements - although we do not implement the even more
terrible inheritance protocol.
There was a discussion on this on RTL.org a while back. If there
is interest, we can revive it.
