You don't "run" the plugin per se; it creates a new tab on the
Preferences panel under "Miscellaneous" called "Startup Settings".  
Once you have the plugin installed (you did follow the directions and
check the "Force install into shared directories" checkbox on the Plugin
"Settings" tab, didn't you?), and you have restarted NetBeans, just open
"Preferences" and select "Miscellaneous", there is a new tab there with
all the available startup settings managed by the plugin.  Note that if
you botch it up, there is a "Restore defaults" selection to return all
settings to default values.
