Yes, you are on the right track. You should be able to clone, at least anonymously. Here [1] are few hints about one-off contributions, which should be the lowest bar for entrance. However, feel free to study the whole page, because it is full of information how to become packager, if you want to be more involved.

Instructions for new packaging contributors without packager privileges
are unfortunately weak at the moment. In attempt to improve the
situation, I just updated the mentioned wiki article — added a link,
actually, but the content behind the link is new. You could take a look,
there may be some useful tips there. Any feedback on the content is also
very welcome, I would like to have good documentation on this, but
newcomers' documentation is difficult to write, because once you get
hold of things, it is hard to say what needs to be spelled out and what
not.
