Try again later. Sourceforge can be very flakey on the anonymous
access at times.

Sometimes it also helps to use the following CVSROOT instead:
cvs
-d:pserver:[EMAIL PROTECTED]:80/cvsroot/rubyeclipse
login
This helped in cases where the login was successful but I didn't get
data anyway.
