Trying to install savon, I get:
Fetching: builder-3.0.0.gem (100%)
Fetching: crack-0.1.8.gem (100%)
Fetching: rack-1.2.2.gem (100%)
Fetching: ntlm-http-0.1.1.gem (100%)
ERROR: While executing gem ... (Gem::FormatException)
ntlm-http-0.1.1 has an invalid value for @cert_chain
Looks like this affects a few popular packages, too:

Apparently rolling back to 1.6.2 works, but that's a bit ugly, obviously.
